The Swachh Bharat Mission (Gramin) Phase II, launched by the Government of India, aims to:

  • Improve sanitation service levels in rural areas

  • Ensure comprehensive solid and liquid waste management (SLWM) in all villages

In Punjab, the Department of Water Supply and Sanitation (DWSS) serves as the nodal agency, currently implementing the mission across all districts from 2020–21 to 2025–26.


📌 Vacancy Details – Finance Manager

🎓 Required Qualifications

  • Essential: Chartered Accountant (CA) / Cost Accountant (CMA) from a recognized institute/university

🧠 Experience Requirements

  • Minimum: 6 years of post-qualification experience in:
    • Internal/statutory/social audit
    • Consultancy in accounts, taxation
    • Budget forecasting and expenditure monitoring
    • Maintenance of accounts and fund management
  • Preferred:
    • At least 5 years’ experience in financial planning, implementation, and monitoring of State/National level government programmes
    • Familiarity with Punjab Financial Rules, Department Financial Rules, and Audit Procedures

💼 Key Responsibilities

  • Prepare Annual Implementation Plans (AIP) and Project Implementation Plans (PIP) as per SBM(G) norms
  • Oversee Public Financial Management System (PFMS) for fund tracking and real-time transfers (SNA-SPARSH)
  • Coordinate fund allocation and financial monitoring at district and village levels (GPs/GPWSCs)
  • Conduct internal audits, manage external audits (CA, AG Punjab, CAG), and facilitate training of district-level finance officers
  • Liaise with agencies like World Bank, NABARD for financial support
  • Develop social accountability and transparency frameworks
  • Maintain up-to-date audit records, reply to audit queries, and ensure compliance

🧑‍💻 Skills and Competencies

  • In-depth knowledge of financial management systems and government accounting
  • Proficiency in double-entry accounting, consolidation of accounts, and MS Office (Excel, Word, PowerPoint)
  • Strong analytical, multitasking, and presentation skills
  • Language Proficiency: Fluency in English; working knowledge of Punjabi is essential
